Promoting Excellence in Health Service Management

In order to promote high standards of professional practice in the area of Health Services Management, ACHSE provides opportunities for members to update and expand their knowledge base and increase their effectiveness in management through a series of seminars and courses held throughout Australia. In some cases scholarships are available. The College currently conducts an accreditation program for formal health management courses in academic institutions in Australia. As international linkages are developed this process will be extended to other countries. Completion of accredited courses qualifies graduates for College membership.

Providing an Ongoing Professional Development (PD) Program

The PD Program is a major component of the College's activities. Members are encouraged and in some cases required to undertake PD. The PD Program is outlined in detail in this booklet. Details on the Professional Development Programs undertaken in each Branch are available from the Branch Registrars.

Keeping You Informed of Issues Relevant to Your Industry

The College provides a wide variety of information services to keep members abreast of current developments and thinking in Health Services Management. These include:

  • Information provided through the National or Branch Offices
  • A monthly e-bulletin - ACHSE Networker - delivered to your desktop with current College activities and topics of interest
  • An individual copy of the College's peer-reviewed Asia Pacific Journal of Health Management issued quarterly
  • Regular Book Reviews, news and articles of professional interest in College Newsletters
  • Access to a comprehensive Library offering extensive resources in health services management and planning is available free of charge to members.

The College Librarian will assist you with your needs via phone, fax, or E-Mail.

Providing a Network of Branches Located Throughout Australia

Membership in ACHSE and involvement in the local Branch activities facilitates an expansion of professional networks and personal professional profile. The membership network of over 3000 Australia wide includes public/private and voluntary sectors and all aspects of health service management including institutional and community services and academic settings.

Helping Influence and Shape the Dynamic Health Service Industry

The College's involvement in education, policy formulation and decision making enables it to help shape the industry's future and thus represent the professional interests of its members. ACHSE involvement with research and publication on health service management issues also facilitates this role. By being involved in the College you can be a part of this process.

Meeting Your Career Development Needs

The ACHSE aims to encourage excellence for you and your organisation. Involvement in College activities and the professional development program will enhance career opportunities. You can receive advice from College members on educational programs, and professional development and career opportunities.

Promoting Standards of Ethical Conduct

The College promotes a high standard of professional behaviour and ethical practice in health service management. Members are required to adhere to the ACHSE Code of Ethics and the Memorandum and Articles of Association.

Code Of Ethics

A Professional Code of Ethics gives written expression to the modes, the morals and the manners expected of each individual member by the profession itself

  • The "modes" refer to the approach to work matters expected of the professional; they are dynamic and subject to change.
  • The "morals" reflect the ideals and standards of honesty and decency sought by the profession.
  • The "manners" represent the required professional dignity and courtesy in all dealings with colleagues, other employees and clients.
Members of the Australian College of Health Service Executives shall:
  1. Undertake their duties in the Health Service in an efficient, proper and responsible manner, having special regard for the well being of the consumers of the service.

  2. Support their colleagues and other health service managers as required and appropriate by providing assistance to other individuals and organisations.

  3. Contribute to the leadership of the organisation by recognising and developing the inherent skills of all health workers in order to achieve efficient and effective services.

  4. Seek to improve personal skill, knowledge and experience by undertaking appropriate study and being involved in the College's Continuing Professional Development program.

  5. Demonstrate a commitment to the development of other health service managers and interested persons in other health disciplines.

  6. Ensure that their position is used fairly and appropriately in a manner which must be neither to their personal advantage nor unjustly to the disadvantage of an employee or colleague.

Providing Annual Scholarships and Prizes

Each year the College awards a number of scholarships and prizes, subject to meeting the established criteria. Information on prizes offered is available from the National Office and Branch Registrars and is routinely published to members in College Newsletters

Providing International Links/Networks

The College, through the Federal Council, is forging links with Health Service Management organisations in Asian and Pacific Countries as well as maintaining its already well established links with North America and Europe. This will expand the network available to members into the international arena and will foster an understanding of different approaches to providing health care and methods of health service management.

The College has also introduced international Study Tours and Learning Sets which will further enhance this international exchange.. Please refer to Upcoming Events on this website for current activities.



Membership Eligibility

You may be eligible if you meet any of the following criteria:

  • a graduate or student of an accredited Health Service Management Course
  • a senior Health Manager with other tertiary qualifications approved by Federal Council
  • a student undertaking a course of study approved by Federal Council
  • a full time academic involved in the field of Health Service Management
  • a senior Health Service Manager in a position recognised by Federal Council

All Members are entitled to:

  • participate in all College Professional Development Activities
  • the ACHSE Asia Pacific Journal of Health Management
  • receive monthly the ACHSE Networker
  • the ACHSE Annual Report
  • receive Branch Newsletters and Annual Reports, and have access to their educational activities
  • reduced registration fees for many Professional Development Programs
  • access to the College Library
  • obtain College publications and up to date information about health management issues
  • the opportunity to network with local as well as national and international college members

On admission, Federal Council will allocate each member the status of Associate, Associate Fellow or Fellow.


Membership Categories

ACHSE has three levels of membership:

Fellowship
Is the most senior ACHSE category and is awarded by Federal Council to members who have met ACHSE examination requirements and/or other criteria.

Members joining ACHSE will normally be placed in one of the following three categories;

Associate Fellows
Are persons who hold a health management qualification or have other (including clinical) qualifications along with at least 3 years management experience in aspects of health and/or aged care.

Associates
Are persons who undertake health or aged care management roles, but who do not hold health management or other approved (including clinical) qualifications.

Discounted Membership
Are persons undertaking full time courses of study that lead to health management or other approved qualifications. Please apply in writing to the CEO ACHSE or email ceo@achse.org.au

Continuing Professional Development

Federal Council has determined that participation in the College’s Continuing Professional Development (CPD) program should be a part of College membership for those engaged actively in health management activities.

This policy decision was reached after extensive review of the Program, consultation with Branches and feedback from individual members. It reflects Federal Council’s desire to ensure ACHSE demonstrates absolute commitment to professional excellence.

Members who are not actively engaged in health management, due to retirement or other circumstances, and, who do not wish to be part of the formal CPD scheme, can advise this on the CPD section of the subscription invoice. Federal Council, however, would still encourage such members to remain in the CPD scheme voluntarily.

All other members should indicate their continuing involvement or their entry into the scheme. Formal CPD involvement entitles members to use CHE (Certified Health Executive) postnominals and to receive a Participation Certificate.

Federal Council recently agreed (August 2006) that there should be greater recognition of members attending College events (as opposed to non College events) and therefore with immediate effect CPD points will be weighted accordingly. Members attending College events will be rewarded with 100% weighting ie 6 CPD hours will translate to 6 CPD points. Non-college activities will be counted at 75% of hours recorded ie 10 CPD hours would translate to 7.5 CPD points.

The College will undertake those calculations when assessing members' CPD logs. Members simply need to continue to log their CPD hours.

The CPD program requires each member to maintain a log of activities and for this to be available, if required, for College audit purposes. To meet the requirements of the CPD program at least 25 hours of CPD per annum is necessary. You can enter your CPD activities directly online in the Member Only website.

  1. Login to the Member Only website
  2. Click on your profile on the left hand side of your screen, your personal member record will then appear
  3. Select Activities button located on the toolbar
  4. Select the CPD Log Sheet
  5. Insert CPD activity
  6. Submit your CPD activity by clicking on the "Submit" button located on the top right hand side of the toolbar
Your Log Sheet will be stored in the ACHSE Membership Database and can be easily updated throughout the year.

In designing your annual CPD schedule, Federal Council would encourage you to assess your personal needs and plan your activities accordingly. Federal Council will review the range of activities and hours committed to individual components of the CPD program.
